1. Introduction
I have selected and defined the key terms with reference to the different writers and researchers which are published in the different journals articles. Mostly I have defined the key terms: co-operatives, policy, development, tea-cooperatives, etc. Besides that I have set objectives, general outline of methodology and limitation.
